The Marine Corps prepared recommendations to award the four dead Marines in the Chattanooga shooting the Purple Heart. However, obviously after "consultation" from the White House, top brass in the Corps has scuttled the idea on the basis there is no proof that the gunman was associated with terrorism, a prerequisite for the awards in this instance.
Apparently, the dead Marines are to blame for not verifying the terrorist credentials of the shooter before they were shot.
